Preheat oven to 350 degrees. Grease three 9-inch round cake pans. Pour boiling water over cocoa powder in medium bowl and whisk until smooth. Let cool. Sift together flour, baking soda, baking salt and powder. Set aside. Cream Cannabutter and sugar together in a large mixing bowl until light and fluffy. Beat in eggs one at time, then stir in vanilla.
Add the flour mixture alternately with the cocoa mixture. Blend with an electric mixer on low speed for 1 minute. Stop the machine and scrape down the sides of the bowl with a rubber spatula. Increase the mixer speed to medium and beat 2 minutes more. Spread batter evenly between the 3 prepared pans. Bake in preheated oven for 25 to 30 minutes. Allow to cool.
